教職員の性犯罪・性暴力等懲戒事案の推移 ～文部科学省「公立学校教職員の人事行政状況調査」10年の俯瞰～ Trends in disciplinary cases involving sexual crimes and sexual violence among faculty and staff 〜Ministry of Education, Culture, Sports, Science and Technology “Survey on personnel administration status of public school teachers” 10-year overview 〜 吉田　浩一 わいせつ教員 教職員の性犯罪・性暴力等 非違行為 懲戒処分 Indecent teachers sexual crimes/sexual violence by teachers misconduct disciplinary action 本研究においては、公立学校教職員の性犯罪・性暴力等の懲戒事案について、先行研究と文部科学省「公 立学校教職員の人事行政状況調査」をもとに傾向を明らかにし、俯瞰することを目的とした。先行研究にお いては、報道機関の記事の分析から校種別の傾向が明らかになっている。文部科学省「公立学校教職員の人 事行政状況調査」では、加害教職員の性別・所属校種別・年齢などの実態、非違行為の態様、発生時間、発 生場所、発覚の要因は明らかにされているが、校種別の傾向までは数値として明らかにされていない。その ため、総合的にとらえることで全体的な傾向を俯瞰し、考察した。 The purpose of this research is to clarify trends and provide an overview of disciplinary cases such as sexual crimes and sexual violence among public school teachers based on previous research and the Ministry of Education, Culture, Sports, Science and Technology’s“ Survey on Personnel Administration Status of Public School Teachers.” And so. Previous research has revealed trends by school type through analysis of news media articles. The Ministry of Education, Culture, Sports, Science and Technology’s “Survey on Personnel Administration Status of Public School Teachers” has clarified the actual circumstances such as the gender, type of school, and age of the perpetrator, as well as the nature of the misconduct, the time and place of occurrence, and the factors that led to the discovery. However, trends by school type have not been clarified numerically.
