After the “Angel plan” was enforced in 1994, the term“ child care network” appeared in the policy description. The term was used in the 1990s to mean“ child care network formation”. From 2000 to 2003, the meaning of“ child care network organization” was added to the term. However, this term has not been used after 2009. To refer to child care groups, terms such as " child care circle", and especially " child care NPO" were often used. The term " child care network formation" was replaced by the terms "cooperation" .
