内容記述 本研究では、「教師の性逸脱」を文部科学省の「公立学校教職員の人事行政状況調査」にある「性犯罪・
性暴力」ととらえる。教師の性逸脱についての言説分析の分析対象は「言葉」である。ここでの「言説分析」
は、その言葉が生まれた社会的背景やその言葉に関しての人々の行動、権力関係の対処などについて明らか
にしていくものである。本稿では「教師の性逸脱は、増加している」「教師の性逸脱は『氷山の一角』」「さ
らなる法の厳罰化の必要がある」という現代社会において広がっている3つの言説について分析し、批判的
考察を試みた。「法の厳罰化、情報化の進展等により教師の性逸脱は増加している」「『氷山の一角』という
よりは、『性逸脱行為への興味・関心』『被害者となる人物に対しての恋愛的、性的な感情』と『場面・状況・
条件』によって発生し続けている」ことを明らかにし、「法による威嚇は成果がでないため、むしろ高等教
育機関の教員養成課程において、刑法、児童ポルノ法、性的姿態撮影等処罰法等を学ばせるような未然防止
の取り組みこそ検討されるべきである」ことを提言した。

内容記述 In this study,“ sexual deviance among teachers” is defined as“ sexual crimes and sexual violence” in the
Ministry of Education, Culture, Sports, Science and Technology’s “Survey on the Personnel Administration
Status of Public School Teachers and Staff.” The subject of discourse analysis of sexual deviance among
teachers is “words.” Discourse analysis here seeks to clarify the social background in which the words were
born, people’s actions regarding the words, and how power relations are handled. In this paper, we attempt to
analyze and critically consider three discourses that are widespread in modern society: “Cases of disciplinary
action for sexual deviance among teachers are just the tip of the iceberg,”“ Sexual deviance among teachers is
on the rise,” and “Sexual deviance among teachers needs to be punished even more severely.” The report
clarified that“ sexual deviance among teachers is on the rise due to factors such as stricter laws and advances
in information technology,” and that“ rather than being the‘ tip of the iceberg,’ cases continue to occur due to
‘interest in sexual deviant behavior,’ ‘romantic and sexual feelings toward the victim,’ and ‘scenes,
situations, and conditions.’” It recommended that “since legal intimidation is ineffective, preventative
measures such as having students learn about the Criminal Code, Child Pornography Law, and the Act on
Punishment of Sexually Acting Photographic Photography, etc., should be considered in teacher training
courses at higher education institutions.”
