| 内容記述 | 日本では、児童虐待件数は減少することなく増加し続けている。図1に示す通り、厚生労働省によると全 国220か所の児童相談所が通告を受け認知・対応した児童虐待相談対応件数は令和3年度においては 207,659件で、前年度より+1.3%（2,615件増加）となり、過去最多となったことが報告されている１）。児 童虐待の防止に向けて、国は、2000年11月には、「児童虐待の防止等に関する法律」（通称 児童虐待防止法） を施行し、そこから度重なる改正を行っているが効果が見られていない状況である。そのため本研究では、 虐待の予防の仕組みや虐待への対応について現在の制度やサービスを調べ、保護者へのサポート、保育者や 教育者ができる要望や対応策を検討し、教育現場における愛着の補完についても考察した。その結果、現在 の制度では、被虐待児へのサポートは多いものの、虐待加害の保護者へのサポートは少ない状況にある。ま た、保護者のサポートの主たるものは、子育ての相談を受ける電話、LINEなどを公サービスで、虐待防止 に向けた事業が主になっている。また、保育所や子ども園において、地域の子育て支援が行われており、実 施する園も増加している。しかし、子育てに必死になっている保護者に情報が行きわたっているかは課題が 残る。このようなサポート体制考えると、子どもに対する保育者・教育者の愛情補完や子どものレジエリン 能力の向上が求められると考えられる。 また、今後の課題として、この理論をいかに具体的な支援の方法として実践していき、具体的な事例や支 援方法の報告を行い検討していくことが求められる。 |

| 内容記述 | In Japan, the number of child abuse cases continues to increase without decreasing. As shown in Figure 1, according to the Ministry of Health, Labor and Welfare (MHLW), the number of child abuse cases reported by 220 child guidance centers across Japan in 2021 was 207,659, increasing by 1.3% (2,615 cases) from the previous year, the highest number ever reported １）. To prevent child abuse, the government enacted the Law for the Prevention of Child Abuse (commonly known as the Child Abuse Prevention Law) in November 2000, and has made various amendments since then, but has not been effective. For that reason, this study examined current systems and services for prevention mechanisms and responses to abuse, support for parents, requests and solutions that can be made by caregivers and educators, as well as the complement of attachments in the field of education. As a result, the current system provides much support for abused children, but not for the parents of abusive perpetrators. The main support for parents is provided by public services, such as telephone and LINE, which offer advice on parenting, and the main focus of the services is on the prevention of abuse. Moreover, local childcare support is provided at nursery schools and kindergartens, and the number of preschools that offer such support is increasing. However, whether the information is being spread to parents who are struggling to raise their children remains a question. Based on this support system, it is considered required to complement the affection of caregivers and educators toward the children and strengthen the children's resilience skills. |
